Regarding Kiev City Programme on regulation of quantity of homeless animals by humane means

Longstanding struggle of animal defenders with Kyiv city authorities finally has led to an adoption of "Kiev city programme on regulation of quantity of homeless animals by humane means". Therefore, it was expected that the main focus and the basic funds would be directed on sterilization of animals. It is worth mentioning that sterilization is a very complex operation that requires rehabilitation for a period of minimum 8 days. This means that besides cliniques where the operations will be performed, hospitals are needed for the animals to recover at. However, such hospitals are not provided according to the Programme. The amount of financing provided for "sterilization and post-surgery maintenance of homeless animals" is less than insufficient and makes about 3,5% of the total financing, even though the main goal of the Programme is sterilization in particular!

Furthermore, according to the Programme, sterilized animals should be returned to the places of previous habitation, but as there will be no place to return them, they will be murdered.
Also, Programme provides building of 10 mini-shelters for homeless animals, but it is not clear for what quantity of animals they are meant, as there are more than 30 000 homeless animals in Kiev and each such shelter can accept only about 100 animals.

It is most likely that after 4 years, the funds will be stolen by officials, and the problem will remain unsolved.
Therefore, it is necessary to review some items of expenditure and to provide an opportunity for the public organizations to take part in controlling of the accomplishment of the Programme.
